What is it: Here’s another proposition to sell a $5.4 billion bond to protect our water in California. It’s aim is to keep our drinking water safe, make sure our water quality is to par, clean up pollution, and develop better public access to our waterways (like at state and county parks).
What the Pro people are saying: Water is arguably our most important natural resource. By making sure that our water supply is safe, we assure continued growth in our economy. Last year there were over 1200 California beaches that were closed due to pollution, this initiative will aim to clean up those beaches.
What the Con people are saying: There is a lack of oversight on how this money is used. While acknowledging the need for better flood control, this bond measure gives very little toward that end. The real need is for more reservoirs and this bond does nothing toward that end.
Bottom Line: I want safe, clean water–both for my consumption and my recreation. It is very difficult to pass a bond measure that will eventually cost the state $10 billion over 30 years. My philosophy is that things that are necessary need to be in the budget. The common person is not going to think about our water safety issues (we barely fund things that we see regularly–i.e. our roads and education). We have no choice but to trust the legislature for these needs. Passing bonds doesn’t feel costly to the average person–yet they are!
