What is it: This initiative would add a state tax of $50 on each property for certain K-12 education programs. This money would be used for class-size reduction, books, and safety among others. This would give the state an additional $450 million each year for specific education programs.
What the Pro people are saying: One in three students in California do not have a textbook that they can take home, and teachers (I know this all too well) pay for many expenses out of pocket.
What the Con people are saying: Apart from the fact that this is yet another tax, the money doesn’t necessarily go to our local schools. The money is collected in a general fund and the state legislature decides how that money is used. With this new kind of tax (called a parcel tax), opponents of the measure believe that it could pave the way for similar kinds of “special interest” taxes.
Bottom Line: Education funding is a bit of a paradox for me. Nearly 50% of the state’s budget (about $100 billion) goes toward education (K-12 + public university). Is that enough money? I suppose it should be. Part of the ways of bettering the education system would be do a better job with how we spend our money, rather than throwing more money at the system. This initiative is not even supported by the left-leaning UTLA teacher’s union.
